Scope of the Call
This call focuses on the energy and circular renovation of existing public sector buildings not damaged by earthquakes, including the preparation of project documentation. It covers integrated, deep, comprehensive, and circular renovations of buildings serving public functions, including the conversion of abandoned buildings for community use.
Objective
The aim is to reduce annual heating energy demand, primary energy consumption, and CO₂ emissions. For cultural heritage buildings, a reduction of at least 30% in primary energy consumption compared to the pre-renovation state is required.

- Funding Framework: Funding provided under the RRP – EU Next Generation Mechanism. The total allocation amounts to nearly EUR 133 million under investment C6.1. R1-I1.
Eligible Applicants
- Public institutions predominantly owned by state authorities or local/regional governments, associations, religious organizations, and similar entities engaged in community services.
Funding Intensity and Grant Amounts
- Project documentation, management, and administration: 85% to 100% of costs covered.
- Renovation works and supervision: 60% to 80% of eligible costs.
- Promotion and visibility: fixed rate of 85%.
- Minimum grant amount: EUR 20,000
- Maximum grant amount: EUR 8,000,000
Eligible Activities
- Preparation of technical project documentation (energy audit report, energy certificate, main design, bill of quantities, etc.).
- Energy renovation – integrated, deep, comprehensive, or circular (for abandoned buildings).
- Project management, administration, promotion, and visibility activities.
